The EU and US approach on NGO Structure

Was thinking a lot recently about the difference between American and European approach towards nonprofits. And will be glad for any opinions and views on this topic.

As I see it, the difference is this:

- The European paradigm is more focused on government funding of NGOs directly or through affiliated foundations. Foundations usually give money on a project basis. Organizational planning often follows the same logic. NGOs in this paradigm are more of a contractor working by precise request than an independent actor. 
- The American paradigm is more focused on funding from private donations, from businesses and from private foundations. This is more flexible money, which not only enables, but also stimulates to think strategically, for a long term, to build not projects, but programs.

Of course, there are many exceptions, but from my experience, unlike their European colleagues, Americans more often talk about program work rather than project work. And vice versa.

For me that seems important somehow, unless I'm mistaken and this difference exists at all.
